		<description>Does the file mentioned (PCSBuilder.Resources.DLL) show up on your server in C:\Program Files\Microsoft Office PerformancePoint Server\3.0\Monitoring\DesignerInstall\3.0\en?

It almost sounds like all the necessary files didn&#039;t get copied to the right places...if it is there, check permissions and make sure that the identity your web service is running under has permissions to get to the folder / file in question</description>
